Summary: Use HDFS to backup downloaded dwca
Description: Because the disk we use to serve the downloaded archives is not raided we need to back them up somewhere. Initially we can create the archives as we do now, and add a last step to copy the created archive back to some hdfs path (e.g. /occurrence-download/backups/uat).
