Summary: Change IdentifierRecord's identifierType to an enum backed by ints
Description: We need to keep the same ints that it currently expects for backwards compatibility to the old portal, but we need type safety for new usages of the parser.

Comment: We shouldn't let the backwards compatibility limit us - very unlikely that the old portal will get updated again.
