Description: After validating [this DwC-A|https://github.com/gbif/ipt/files/280322/ASU-Seeds_DwC-A.zip] using the [GBIF Darwin Core Archive Validator|http://tools.gbif.org/dwca-validator/home.do], no error message shows that the eml.xml is not valid XML (see attached screenshot)

Validating the eml.xml in isolation using the [EML Validation page|http://tools.gbif.org/dwca-validator/eml.do], however, DOES report the error that eml.xml is not valid XML. (see attached screenshot)

This inconsistency needs to be fixed.

People validating eml.xml are being given the false impression that their metadata is valid, when it's not. ]]>
